Full analysis

Rwanda is sustaining one of Africa's most compelling investment environments heading into late 2026. FDI inflows reached USD 872.9 million in 2024 — a 21.8% year-on-year rise — while 2025 saw USD 2.62 billion in registered investment commitments across 799 projects and GDP growth of 9.4%. The government has allocated USD 430 million for infrastructure in FY 2025/26, with the landmark USD 2 billion Kigali Innovation City (KIC) breaking ground in September 2024. Rwanda's trade policy is being actively revised to diversify exports and deepen services trade, the National Bank issued a new FX regulation (Reg. 89/2025) clarifying cross-border transaction rules, and the country ratified the AfCFTA while withdrawing from ECCAS in June 2025 to reorient its regional trade posture. The government's Second National Strategy for Transformation (NST2) explicitly targets doubling private investment from USD 2.2 billion to USD 4.6 billion by 2029, making the current window a structurally privileged entry point for mid-ticket European and diaspora investors.
